HEERF III - ARP

The American Rescue Plan (ARP) included additional COVID-19 relief for institutions of higher education. This new COVID stimulus bill included $40 billion, available through September 30, 2023, for higher education institutions and students, using the same HEERF model established in the CARES Act.

The following information is provided by Alfred University ("AU") as required by the Department of Education ("DOE") in order to comply with the reporting requirements under the ARP. This is the University's quarterly progress report for the period from January 1 - March 31, 2021 and presents information as of July 9, 2021. Additional reports will be provided quarterly.

Update (as of 7/9/21): This is the University's quarterly progress report for the period from April 1 - June 30, 2021 and presents information as of July 9, 2021. AU was awarded HEERF III student share funds on May 12, 2021.

Update (as of 10/8/21): This is the University's quarterly progress report for the period from July 1 - September 30, 2021 and presents information as of October 8, 2021. Additional reports will be provided quarterly. As of this date, AU has not distributed any HEERF III student share funds.

Update (as of 1/7/22): This is the University's quarterly progress report for the period from October 1 - December 31, 2021 and presents information as of January 7, 2022. The University received $2,883,488 in HEERF Student Share Grant funds. A total of $2,883,692 was distributed to 2,297 students on October 27, 2021.

Update (as of 4/5/22): This is the University's quarterly progress report for the period from January 1 - March 31, 2022 and presents information as of April 5, 2022. Additional reports will be provided quarterly.



On April 28, 2020, AU signed and returned to the DOE the Certification and Agreement and the assurance that AU intends to use 100% of the Student Share Grant Funds received under the ARP section 2003(7) program to provide emergency financial aid grants to students.

Pursuant to the Certification and Agreement, AU is eligible to receive $2,883,488 in HEERF III Student Share Grant Funds. While AU has received confirmation of the availability of these funds, AU has not drawn down the available funds.

Q4 Update (as of 1/7/22): AU drew down all available Student Share Grant Funds ($2,883,488) on 10/25/2021.

As of the date of this submission, AU has not yet distributed any HEERF III Student Share Grant Funds.

Q4 Update (as of 1/7/22): AU distributed of the total available HEERF III Student Share Grant Funds in the amount of $2,883,692 on October 27, 2021 to 2,297 eligible students.

As of the date of this submission, AU estimates approximately 1,200 students may be eligible for the HEERF III Student Share Grant Funds. This represents approximately 60% of AU’s total estimated enrollment for the Fall term.

Q3 Update (as of 10/8/21): AU estimates the approximately 2,000 students may be eligible for the HEERF III Student Share Grant Funds. This represents approximately 98% of AU's total enrollment for the Fall term.

As of the end of this submission, no students have received HEERF III Student Share Grants.

Q4 Update (as of 1/7/22): AU distributed of the total available HEERF III Student Share Grant Funds in the amount of $2,883,692 on October 27, 2021 to 2,297 eligible students.

AU will receive $2,883,488 in HEERF III Student Share Grant funds that will be distributed to students based on registration status, FAFSA completion, and estimated cost of attendance after grants and scholarships.

Q3 Update (as of 10/8/21): HEERF III Student Share Grant funds will be distributed to students based on registration status, matriculation, and tuition remission/exchange status.

Q4 Update (as of 1/7/22): AU distributed HEERF III Student Share Grant Funds on October 27, 2021. Eligible students were determined to be those with an Active or Leave Student Status for the Fall 2021 semester who had registration hours in any of the prior three terms (Fall 2020, Spring 2021, Fall 2021); excluding High School Students, Non-Matriculated Students, Non-Degree Seeking Students, and Tuition Remission Employees.

AU will receive $2,883,488 in HEERF III Student Share Grant funds.

Once eligible students are determined, AU will use a formula of dollars available versus number of eligible students. Additional prorations will be made for registered credit hours, percentage of cost of attendance after grants and resources, and graduate student status. Additional methodology for determining HEERF III student share award amounts will be forthcoming.

Q3 Update (as of 10/8/21): Once eligible students are determined, AU will use a formula of dollars available versus number of eligible students. Additional prorations will be made based on calculated need and registered credit hours.

Q4 Update (as of 1/7/22): AU received $2,883,488 in HEERF III Student Share Grant Funds. Once eligible students were determined, AU determined a base grant amount for full-time students and a base grant amount for part-time students using a formula of dollars available versus number of eligible students. All students received the initial base grant amount. AU then split all eligible students into eight different buckets based on their EFC range; then further split the EFC ranges into four different categories (full-time undergrad, full-time grad, part-time undergrad, and part-time grad) and awarded an additional amount on top of the base grant (lower EFC indicates highest need). Those within the lowest EFC range received the base grant plus an additional amount equal to 200% of the base grant, those within the second lowest EFC range received the base grant plus an additional amount equal to 175% of the base grant, those within the third lowest EFC range received the base grant plus an additional amount equal to 150% of the base grant, those within the fourth lowest EFC range received the base grant plus an additional amount equal to 125% of the base grant, those within the fifth lowest EFC range received the base grant plus an additional amount equal to 100% of the base grant, those within the sixth lowest EFC range received the base grant plus an additional amount equal to 75% of the base grant, those within the seventh lowest EFC range received the base grant plus an additional amount equal to 50% of the base grant, and those within the highest EFC range or who did not file a FAFSA (indicating need) received the base grant plus an additional amount equal to 25% of the base grant.

As of the date of this submission, all guidance on HEERF III is available on this webpage and updated frequently. Students will be given additional guidance as eligibility is finalized and distribution of funds is near.

Q3 Update (as of 10/8/21): All students received an email communication on October 8, 2021 informing them that administration is finalizing eligibility of HEERF III awards and additional communication would follow for those who will receive funding. Additionally, AU opened an online authorization form that will be available until October 22, 2021 that allows students to indicate whether they would like their funds directly applied to a balance on their student account in lieu of a refund. All eligible students will begin receiving awards the week of October 25, 2021.

Q4 Update (as of 1/7/22): Additional notification was posted in Alfred Today on October 14, 2021 informing students that there was not application process for awards and reminding them of the authorization form available to keep the funds on their student account and to fill out a direct deposit form if they would like. Students who were eligible to receive awards were informed via email on October 21, 2021 and awards were placed on each student account on October 25, 2021. Those who elected to receive a refund had awards distributed on October 27, 2021.
